Biography

As Chief Information Officer (CIO) of Bibliothèque et Archives nationales du Québec (BAnQ), Mr. Lupien holds full responsibility for the organization’s IT operations. Mr. Lupien has worked in public sector information technology for over 30 years. He has held IT positions at Collège Notre-Dame, Collège Regina Assumpta, the Federation of Private Educational Institutions, Cégep de Saint-Laurent, Collège Ahuntsic, and since 2022, at BAnQ. He has served on numerous boards of public organizations and was the first Chair of the Information Resources Committee of the Fédération des Cégeps. He also initiated the working group for IT leaders of state-owned enterprises under the Ministry of Culture and Communications (MCC). Mr. Lupien holds a bachelor's degree in computer science from the Université de Montréal.
